Born and raised in Brawley and a proud committed citizen of this community. I am honored to represent you on the Brawley City Council. I will proactively help shape Brawley by finding solutions to the problems we face today and in the future. Public Safety, Streets,Parks and growth will be my focus. Rest assured I will bring Honesty,Integrity and Transparency to the council.

I moved to Brawley in 1964 from Pomona, CA. My father, Luther Grass, a USDA employee, worked at the Agricultural Research Station, commonly referred to as the Brawley Research Center. My mother, Louise, was an elementary school teacher with the Brawley Elementary School District. I attended Brawley schools, while participating in various sports and Boy Scouts, attaining the rank of Eagle. Our family also attended First Baptist Church of Brawley which later became Gateway Church.
After high school graduation, I attended IVC for two years and then transferred to Baylor University, a major Baptist institute of higher learning, in Texas. There I earned a BA degree in psychology and religion in 1979. Upon graduation, I returned to California. While living in San Diego, I completed a Master’s Degree in Counseling at National University. Once I graduated, I returned to Imperial Valley working first for the County of Imperial as a Probation Officer as well as a Marriage and Family Therapist (MFT) Intern with Valley Psychological and Counseling Association. I became fully licensed as a Marriage and Family Therapist in 1985 and began a part-time private practice expanding to full time in 1988. For two years I also worked for the Imperial County Office of Education providing Alcohol and Drug Prevention and Student Assistance Services to County school districts. I became a contract provider for the Superior Court providing mediation services for the Superior Court Family Law cases. I also collaborated with the County Office of Education to establish their first Employee Assistance Program.
I have three children. My son, Jeff Caudill and his wife, Zulema, live in Valley Center. My daughtger, Kristen, and her husband, Robert Peinado, live in Fontana with their two children. My daughter, Danielle and her hustand, Jessy Castenada, live in Hemet with their son.
In 2001, I closed my private practice and joined Imperial County Behavioral Health as a Program Manager. During this time at Behavioral Health, I was promoted to the Deputy Director of Behavioral Health Services assigned to oversee the Youth and Young Adult Division managing outpatient clinics in Brawley, El Centro and Calexico. My tenure with the County included the delivery of outpatient treatment services including Substance Use Disorder Programs , Adults Services, Children’s Services, Crisis and Engagement Services, Conservatorship Services, Competency to Stand Trial evaluations, Mental Health Services Act Housing Coordinator for the Homeless Mentally Ill, Resource Programs for the recovering mentally ill, Disaster Planning. I served on the Area Agency for Aging Board and the Interagency Steering Committee. I completed a Master’s degree in Public Administration in 2006 from San Diego State University. I retired from the County in 2020.
My wife, René and I, returned to Brawley in 2011. Throughout this time in Imperial Valley, René and I have attended Gateway Church of Brawley. I maintain a clinical membership with the California Association of Marriage and Family Therapists, the National Rifle Association, Citizenship of The Cherokee Nation. I serve on the Board of Directors for Pioneers Hospital Foundation, Vice-President for Imperial Valley Coalition for Sustainable Healthcare Facilities and former Commissioner for the Brawley Planning Commission.
As your City Council Member I will endeavor to make Brawley a desirable and sought after place to live and work. My goal is to ensure that Brawley's safety, prosperity and quality of life are the highest priorities.
I am committed to providing a forum for all the citizens of Brawley to have a voice in the decisions made for the city which begins with making myself available to hear your ideas and concerns.

The City Council meets at 6:00 PM every 1st and 3rd Tuesday of the month at the City Council Chambers, located at 383 Main Street, Brawley, CA 92227.
