Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the City of Brawley Development Services Department, including planning, building and safety, and code compliance; directs and administers the planning, building operations, and engineering activities of the City, which include current, advance, and environmental planning, building plan check, permitting, inspection, and historic preservation activities, land development, subdivision improvements, capital improvements, and construction management; coordinates assigned activities with other City departments, officials, outside agencies, and the public; fosters cooperative working relationships among City departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the City Manager in areas of expertise; and performs related work as required.

The Development Services Department activities include but are not limited to: (1) City current and advance planning; (2) building inspection and code compliance; (3) City engineering functions; (4) plan checks; (5) construction management; (6) capital improvements; and (6) related work as required.

CLASS TITLE:  PUBLIC SAFETY DISPATCHER

BASIC FUNCTION:

Under immediate (Police Dispatcher Trainee) or general (Public Safety Dispatcher) supervision, performs a variety of dispatching duties for emergency and non-emergency calls; dispatches police officers to calls for service; dispatches fire personnel to calls for service; and operates a variety of communication equipment including radio, telephone, and computer-aided dispatch (CAD) systems.

ESSENTIAL DUTIES:

 In Support of Police Operations

  • Receive initial calls for service and determines nature, location and severity of emergency or services required

  • Obtain pertinent caller/witness information for current or future investigation of the incident

  • Obtain suspect/crime information, enter into CAD and provide to responding units

  • Dispatch appropriate resources to the incident ensuring adequate responders on-scene as well as to maintain sufficient remaining coverage within the jurisdiction

  • Maintain constant contact with persons reporting crimes in progress keeping them calm and relaying that information in a real-time manner to responding officers

  • Broadcast (and receive broadcasts) to/from surrounding communities via mutual aid police radio systems regarding crimes occurring in and around the city

  • Maintain radio contact with officers on scene to keep the police officer-in-charge informed

  • Notify additional resources (Detectives, Crime Scene Investigators, Accident Reconstruction, Medical Examiner, Tactical Teams, Senior Staff, etc.) and maintain an accurate information flow with them

  • Provide an effective link to outside support agencies (Fire, Water, Power, Highway, Tow Companies, etc.)

  • Interact with Department of Motor Vehicles, Criminal History, National Crime Information Center databases via computer with incident related queries

  • Testify in criminal court as to the authenticity of archived recordings and with regards to actions taken during the call taking/dispatching evolution

  • Support all police department divisions (Detective, Traffic, etc.) with data entry/gathering and other services as needed.

In Support of Fire/EMS Operations

  • Receive initial calls for service and determine nature, location and severity of emergency or services required

  • Provide pre-arrival instructions to reporting person pertinent to the emergency; Pre-arrival Emergency Medical instructions provided continuously to the caller until the arrival on scene by Fire/EMS providers

  • Response determination made based on data entered into CAD and appropriate fire units dispatched

  • Emergency Medical calls prioritized by dispatchers and, where needed, Paramedics dispatched from contract provider.

  • Responding fire departments advised of changing conditions, target hazards, additional reports, etc. while en route and, upon arrival of commanding fire officer, updated instructions relayed to fire units arriving on scene and still in response

  • Requests from Incident Command for additional resources (additional alarms/mutual aid, HazMat Teams, etc.) relayed via radio to surrounding communities

  • Obtain mutual aid fire units to cover empty stations, additional emergency calls and to supplement firefighting teams on scene

  • Notifications to off-duty senior and line staff made regarding significant emergencies requiring response to the scene or response to town to support mutual aid fire units covering stations

  • Patient information relayed to receiving hospitals when EMS initiates transport

  • Information management with supporting agencies (Gas Company, Imperial Irrigation District, etc.)

OTHER DUTIES:

§  Perform related duties as assigned.

§  Methods of handling difficult public contacts.

§  The operation of computerized telephone switchboard and/or central communications equipment.

§  Rescue and emergency response procedures; and, available types of emergency services.

EDUCATION AND EXPERIENCE:

§  Possession of high school diploma or equivalent; and,

§  Two (2) years of general work experience involving extensive public contact in person or over the phone, telephone switchboard experience preferred; or,

§  A combination of training, education, and experience that is equivalent to the employment standards listed above and that provides the required knowledge and abilities.

§  Successful candidates are required to pass a thorough background investigation.

§  Must be able to type 35 net wpm and successfully complete the Post-Certified Basic Complaint/Dispatcher course during the one-year probationary period.

§  A valid California driver’s license is required.

WORKING CONDITIONS:

 Environment: Police communication center; climate controlled office environment, works with computers and dispatch radios; exposure to noise (i.e. ringing phones), unusual fatigue factors, emergency and stressful situations and electrical energy. CLASS TITLE:  Police Chief’s Administrative Assistant

DEFINITION:  Under general direction of the Chief of Police, performs a wide variety of complex and sensitive administrative work, in support of the Chief of Police and Police Management staff, requiring independent judgment and action and a knowledge of Departmental and Citywide policies and procedures. Incumbents assist with administrative and other non-routine duties, interpret policy and administrative regulations; fulfill the role of office manager and may train and coach co-workers and serve as first-level supervisor of assigned staff. Incumbents are considered confidential employees and are privy to the decisions and decision-making process of the Chief of Police and Management staff affecting employee relations.

SUPERVISION RECEIVED AND EXERCISED: Receives direction from the Chief of Police or his/her designee. Supervises assigned personnel.

 EDUCATION & EXPERIENCE AND LICENSE:  Any combination equivalent to:  Associates degree from an accredited college or university in business or public administration or closely related field, and three years of increasingly responsible experience in clerical duties with two of those years performing administrative focused duties within a government agency.

Another way to meet the minimum requirements is a high school diploma or equivalent and six years of progressively responsible, broad and varied clerical experience with one year performing the direct duties of an administrative assistant, records clerk or similar administrative focused duties. Four years of experience working a public agency is desired.  Incumbent are required to pass a thorough background investigation.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver’s license.

 PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:

Work is performed in an office environment and may require occasional travel to offsite facilities. Job duties involve sitting, standing, and walking for prolonged or intermittent periods of time, and reaching, bending, and twisting at the waist to perform desk work and operate general office equipment, including a personal computer and keyboard, for prolonged or intermittent periods of time. The operation of a personal computer also requires finger and wrist dexterity and the ability to withstand exposure to vibration, pitch, and glare from the computer. Will be required to speak and participate in internal and public meetings. Additionally, the position requires near vision in reading correspondence and statistical data. Acute hearing is required when providing phone and personal service. Noise level in the work environment is usually low. Employee must be able to safely lift and carry books, files and reports weighing up to 25 pounds. Must be able to lift files and reports from counter tops or file drawers.

CLASS TITLE:  Water Treatment Plant Operator III - Public Works

 BASIC FUNCTION:

Tis position reports to the Water Treatment Plant Chief Operator and the Assistant Chief Operator.  Understands direction, operates and plans for he safe, efficient and effective operation of the Water Treatment Plant facility.

 REPRESENTATIVE DUTIES:

 •         Operates and understands the functions of the Water Treatment Plant and its components.

•         Operate and understand the functions of the Supervisory Control Data Acquisition System (SCADA) and related computer systems.

•         Prepare oral and written reports to the supervisor and other operators.

•         Communicate and work effectively with supervisors, staff, regulatory agencies and the public.

•         Respond and assist in emergency situations related to water treatment operations.

•         May be required to work weekends, holidays, and night shift.

•         Performs related work as required and assigned.

Education and Experience

•         High school graduate or GED equivalent.

•         A minimum of three years of experience in a water treatment facility.

•         Possession of a California Water Treatment Operator Grade III certification.   An applicant with a Water Treatment Operator Grade II certification would be considered if the applicant has the ability to obtain the Grade III certification within the first 18 months of employment.

•         Possession of a valid California driver’s license and a good driving record.

Job Title:  Associate Civil Engineer 

Department: Public Works

 

DEFINITION:

Under direction performs, coordinates and/or directs the design and construction of municipal public works projects; supervises engineering technicians and professional engineering firms under contract with the City of Brawley.  This position is also responsible for the maintenance of the City’s Capital Improvement Program (CIP).  This position reports to the Public Works Director.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

·         Manages, supervises, and directs the engineering staff.

·         Plans, organizes, directs, coordinates, and performs professional engineering work in the design, construction, and maintenance of streets, water and sewage facilities, drainage, structures, pedestrian improvements, and other type of improvements within the City right of way.

·         Prepares and maintains a ten-year Capital Improvement Program.

·         Applies for federal and state grants for streets, colonia areas, and airport projects.

·         Prepares and implements contracts for City consultants.

·         Prepares written correspondence and administrative paperwork for projects, including letters and memoranda.

·         Prepares schedules, reports and cost estimates for projects and work activities.

·         Inspects construction to insure that projects are proceeding appropriately and to resolve issues.

·         Develops and utilizes computer analysis/data processing capabilities for engineering design and planning activities.

·         Administers state and federal grant programs.

·         Manages and directs consultant’s performance.

·         Reviews and recommends payment request from consultant and contractors (invoices, pay estimates, contract change orders).

·         Oversees construction management and inspection services provided by consultants.

·         Reviews and approves tentative and final maps for new subdivisions.

·         Reviews environmental documents, subdivision maps, consultant designs, and permits for conformance with the City’s standards, policies and procedures.

·         Assists in the training and development of departmental personnel including performance evaluations.

·         Helps in the selection process of personnel.

·         Assists in the coordination of work of the department with the work of other departments and/or other public agencies.

·         Prepares budget estimate and work programs.

·         Represents the city at City Council meetings, in the community, and maintains liaison with other public and/or private agencies, attends meetings and responds to inquiries from the public and the media. 

·         Assists in the maintenance of files and records of departmental activities.

·         Perform other duties as assigned.

DESIRABLE QUALIFICATIONS:

Knowledge of- Civil Engineering principles and practices as applied to the field of municipal public works including planning and development; hydraulic engineering; hydrology theory applied to drainage systems; design, construction, operation, and maintenance of municipal works as well as knowledge of Caltrans specifications, policies and procedures; environmental regulations such as CEQA, NEPA, NPDES, MS4, SWPPP; method of preparing specifications, estimates, reports, and recommendations relating to municipal and proposed public works facilities; survey procedures; contract law; principles and practices of organization, administration, economics, budget, and personnel management; use and design of drafting software; design aides such as spread sheets, word processors, AutoCAD, hydraulic and related software.

Ability to- Conceptualize engineering problems and design effective solutions; prepare and/or review plans and specifications for streets, water, sewer and storm drain system, and other public works projects; prepares comprehensive and complex technical reports; communicate clearly overall an in writing; develop and maintain effective working relationships with subordinates, public commissions and organizations, City officials, and other governmental agencies; and supervise, train, motivate and evaluate staff.

Training and Experience- Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain these abilities and knowledge would be:

Bachelor’s Degree from accredited college or university in civil engineering or related field and a minimum of five years of increasingly responsible complex civil engineering experience involving civil engineering design, construction, maintenance, or operation of public works projects and activities. This experience should show proven leadership capabilities supervising/directing the work of technical experts and field personnel.

 Licenses/Certificates- Registration as a Civil Engineer issued by the California Board of Professional Engineers and Land Surveyors. Valid California class C driver’s license.

  • Applies for federal and state grants for streets, colonia areas, and airport projects.

  • Prepares and implements contracts for City consultants (on-call engineering firms).

  • Prepares written correspondence and administrative paperwork for projects, including letters and memoranda.

  • Prepares schedules, reports and cost estimates for projects and work activities.

  • Inspects construction to insure that projects are proceeding appropriately and to resolve issues.

  • Develops and utilizes computer analysis/data processing capabilities for engineering design and planning activities.

  • Administers state and federal grant programs.

  • Manages and directs consultant’s performance.

  • Reviews and recommends payment request from consultants and contractors (invoices, pay estimates, contract change orders).

  • Oversees construction management and inspection services provided by consultants.

  • Reviews and approves tentative and final maps for new subdivisions.

  • Reviews environmental documents, subdivision maps, consultant designs, and permits for conformance with the City’s standards, policies and procedures.

  • Assists in the training and development of departmental personnel including performance evaluations.

  • Helps in the selection process of personnel.

  • Assists in the coordination of work of the department with the work of other departments and/or other public agencies.

  • Prepares budget estimates and work programs.

  • Represents the city at City Council meetings, in the community, and maintains liaison with other public and/or private agencies, attends meetings and responds to inquiries from the public and the media. 

  • Assists in the maintenance of files and records of departmental activities.

  • Perform other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES TO:

Knowledge of- Civil Engineering principles and practices as applied to the field of municipal public works including planning and development; hydraulic engineering; hydrology theory applied to drainage systems; design, construction, operation, and maintenance of municipal works as well as knowledge of Caltrans specifications, policies and procedures; environmental regulations such as CEQA, NEPA, NPDES, MS4, SWPPP; method of preparing specifications, estimates, reports, and recommendations relating to municipal and proposed public works facilities; survey procedures; contract law; principles and practices of organization, administration, economics, budget, and personnel management; use and design of drafting software; design aides such as spread sheets, word processors, AutoCAD, hydraulic and related software.

Ability to- Conceptualize engineering problems and design effective solutions; prepare review, and approve/certify plans and specifications for streets, water, sewer and storm drain system, and other public works projects; prepares comprehensive and complex technical reports; communicate clearly overall an in writing; develop and maintain effective working relationships with subordinates, public commissions and organizations, City officials, and other governmental agencies; and supervise, train, motivate and evaluate staff.

EDUCATION & EXPERIENCE AND LICENSE:   Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain these abilities and knowledge would be:

Bachelor’s Degree from accredited college or university in civil engineering or related field and a minimum of ten years of increasingly responsible complex civil engineering experience involving civil engineering design, construction, maintenance, or operation of public works projects and activities. This experience should show proven leadership capabilities supervising/directing the work of technical experts and field personnel.   Registration as a Civil Engineer issued by the California Board of Professional Engineers and Land Surveyors. Valid California class C driver’s license.

 

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:

While performing the duties of this job, the employee frequently works in a well lighted office environment with climatically controlled temperature; the employee frequently works near moving mechanical parts; the employee frequently works in high precarious places; the employee frequently works in outside extreme weather conditions, hot or cold, dusty, windy, noisy, rainy; the employee is frequently exposed to wet and/or humid conditions; the employee is frequently exposed to fumes and airborne particles; the employee is frequently exposed to vibration while riding along uneven roads.

The noise level in the work environment is usually quiet to loud while out in the field.      

While performing the duties of this job, the employee is frequently required to sit for hours in front of a computer, in meetings, in a vehicle; the employee is frequently required to use hands to finger, handle, or feel objects, tools, or controls; the employee is frequently required to reach forward, downward and upward with hands and arms; the employee is frequently required to talk on a one-to-one basis or over the telephone; the employee is frequently required to hear or listen to conversations on a one-to-one basis or over the telephone; the employee is frequently required to stand for hours and walk long distances; the employee is frequently required to walk on carpet, tile and concrete surfaces; the employee frequently climbs inclined surfaces composed of soil, gravel, and sand at construction sites and that requires the employee to maintain balance; the employee will occasionally stoop, kneel, crouch and crawl.

The employee must occasionally lift and/or move up to 40 pounds. Specific abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Disaster Service Workers:

Under California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers. The term "public employees" includes all persons employed by the state or any county, city, state agency, or public district. Disaster service workers are required to participate in such disaster service activities as may be assigned to them by their employer or by law. The employees working for the City of Brawley take this responsibility seriously. Disaster plans are continuously being evaluated, drills are scheduled, and employees engage in training where they practice executing emergency support services.
